Sounds about right.

Although you seem to have the right idea with the problem, the answer does not sound right since 11.6 is not really that close to 10 given that multiple choice questions usually have an answer that is rounds up or down to one of the answer choices. Is this all the information given for the problem? I feel like we are missing a crucial instruction or piece of information to accurately solve the problem.

you have 14 countries, including Korea which would be 151/14=10.7

You are going about it the wrong way. Knowing how many medals other countries won will not help you predict how many medals Korea won or will win. We are clearly missing something. It's like asking, what do you expect the top speed of my Kia Rio to be? The top speed of a Porsche 911 is 181 mph, a Corvette is 184 mph, a M-B CLK65 is 173 mph, and a Dodge Viper is 191 mph. The average of those cars will not tell you how fast my Kia goes!!!
