I'm talking specifically about the Diego Garcia incident, working on a school project about what options the people have left. Sorry I wrote that wrong I meant that the specific orders in council was royal perogative... Can their legislature overturn it?

That's an oxymoron I'm afraid. It's like asking how can the Queen overturn her own orders. Orders in council have already been approved by the Queen and anyway the Queen would never overturn the decision of the elected government all she would do is ask them to go away and think it about it again. http://www.privy-council.org.uk/output/page534.asp.
